Temporary Restraining Order (TRO)

A friend of mine (really) is being stalked by this girl he recently broke up with. She is almost 30 years old but she started doing all kinds of stupid stuff like having food delivered to his house and ordering the Racine Journal Times and other subscriptions in his name. If that wasn't bad enough she then started calling some Gay hotline and must have gave out his name because guys started callinh his phone and one even knocked on his door. He talked with them and confirmed that a woman had given his name and number to them.

We talked to the racine Police Depoartment and they said there was little evidence to do much because she always blocked her phone number when making these calls. We have no idea why some of these restaurants deliver food without having a number that they can verify with the party they will be delivering the food to.

My question is, can anyone file and receive a temporary restraining order against another person? Are they considered temporary because they are granted before proof of complaints are provided? Thanks!

Yes, anyone can get a "temporary" restraining order. There has to be a hearing before it becomes permanent. You get a restraining order at the Racine Court House. I think it is the 7th or 8th floor.
